IAS training explained: LBSNAA Mussoorie, the Foundation Course, Phase I, Bharat Darshan, district training, Assistant Secretary attachment, probation exams, confirmation and mid-career programmes.

Quick answer: An IAS officer is trained for about two years before the confirmation: the Foundation Course at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, then the professional training at the Academy, the district training of about a year in the cadre state, and a short final phase at the Academy. After this, the officer is confirmed in service as a probationer and is posted, usually as a Sub-Divisional Magistrate. Training continues all through the career with the mid-career training programmes. This guide explains each phase of the IAS training, the subjects, the activities, the life at the Academy, the departmental exams and how the training prepares an officer for the work in the field.

Every UPSC aspirant dreams of the day when the name appears in the final list. What happens after that day is just as interesting. The training of an IAS officer is carefully designed to turn a bright young graduate into a sensitive and capable administrator, and in the Interview the board sometimes asks about the training too, so it is worth knowing.

The Academy: LBSNAA, Mussoorie

The Lal Bahadur Shastri National Academy of Administration is located at Mussoorie in Uttarakhand. It was created in 1959 by joining the earlier IAS Training School in Delhi with the National Academy of Administration and is named after the second Prime Minister of India. It is the premier training institution for the IAS, and also hosts the Foundation Course for the officers of the other central services. The campus has a library, the lecture halls, the sports facilities and the mountain setting that is used for outdoor training. The other services have their own academies: the IPS officers train at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad, and the IFS officers at the Foreign Service Institute in New Delhi. You can compare the services in our guide on IAS vs IPS vs IFS.

The exact length and the order of each part can change from year to year, according to the schedule fixed by the Department of Personnel and Training (DoPT) and the Academy, but the overall design has been steady: about two years of the training with a mix of the classroom and the field.

The Foundation Course (Aarambh)

The Foundation Course is the first experience of the newly selected officers. In recent years, the Common Foundation Course (called "Aarambh") brings the trainees of all the services together at Mussoorie to build the sense of the common purpose of the "One Government". It is for about three months, and it includes the following.

  • Academic subjects: The Constitution and the governance, the public policy, the economy, the law, the public administration and the ethics.
  • Physical and the outdoor training: The morning parade, the yoga, the horse riding, the adventure activities and the Himalayan trek, to build the stamina, the team spirit and the leadership.
  • Cultural and social programmes: The talks by the experts and the achievers, the cultural events and the discussions.
  • Language: The training in Hindi and the other languages.

At the end, the trainees take the examination, and the performance is counted in the training record. The social atmosphere is remarkable: the young officers from every state and the background live together, which builds the network and the friendships for the whole career.

Phase I: The Professional Course

After the Foundation Course, the IAS officer trainees (OTs) stay at LBSNAA for the specialised Phase I training. The subjects include the public administration, the Indian law (the criminal law and the procedure, the land and the revenue laws, and the administrative law), the economics, the public finance, the disaster management, the rural and the urban development, the e-governance and the ethics. The trainees also learn the official language of their cadre state, because they must pass a language test to be confirmed, and the practical skills such as the file noting, the drafting of the letters and the official orders, the presentation and the public speaking. They also study the training material on the role of the district officer, the problems of the villages, the use of the data and the technology, and the case studies of the good governance.

Bharat Darshan and the Attachments

A special part of the training is the Bharat Darshan, a study tour of the different parts of the country, in which the trainees visit the villages, the industries, the border areas, the historic places and the government projects. They get the attachments with the Army, the Panchayati Raj institutions, the civil society organisations and the offices in the Union Territories and other states. The aim is to give a feel for the country's diversity and to build the empathy for the people, which no classroom can give.

District Training: Learning on the Job

This is the most important and the most practical part. Each OT goes to a district in his or her allotted cadre and works as an Assistant Collector under the supervision of the District Magistrate. During about a year, the trainee works in the different offices: the revenue office (the land records, the tehsil and the sub-division), the district rural development agency (the schemes such as the MGNREGA and the housing), the treasury and the finance branch, the police station and the court to understand the law and order, the health, education and the social welfare offices, and the panchayat and the municipal bodies. The trainee also studies the work of the Collector in the disaster, the elections, the public hearing and the inspection, and prepares a report. This phase teaches the real problems of the field, the use of the discretion within the rules and the importance of dealing with the people kindly. Our guide to the powers and roles of the IAS officers explains the work that they will take up after the training.

The Union Government Attachment and Phase II

The trainees also spend a short time as an Assistant Secretary in a ministry of the Government of India, to see how the policy is made at the national level, how the files move and how the Union and the states work together. Then they return to the Academy for Phase II, where they share their field experience, present the case studies and receive the evaluation of the whole training, and the guidance for their first independent posting.

Probation, Departmental Examinations and Confirmation

  • The officer trainee is on probation for about two years.
  • The trainee must pass the departmental examinations in the subjects such as the law, the public administration, the revenue and the local language, and in Hindi if needed. Failure can lead to the extension of the probation.
  • After the successful completion of the training and the examinations, the officer is confirmed in the service and gets the first posting as an SDM or an equivalent post in the field.
  • The training record is also a basis for the first appraisal.

Mid-Career Training Programmes

The learning does not stop with the probation. The IAS officers attend the structured Mid-Career Training Programmes (MCTP) at different stages of the service, usually at around 9 years (Phase III), around 14 to 16 years (Phase IV) and around 26 years (Phase V), in the institutions such as the LBSNAA and the other national institutes. These programmes update the officers on the new policies, the leadership, the public finance, the technology and the international experience, and prepare them for the senior positions in the state and the Centre. The officers can also go for the master's courses abroad or the research fellowships. Since 2020, the Mission Karmayogi platform (iGOT) offers the online courses for the continuous learning of the civil servants.

What the Training Teaches Beyond the Books

  • Empathy and the public service attitude, through the village stay and the study tours.
  • Leadership and the teamwork, through the outdoor activities and the group tasks.
  • Decision-making under the uncertainty, through the case studies and the field work.
  • Integrity and the ethics, through the lectures, the discussions and the examples of the senior officers.
  • National integration, by living and working with the colleagues from across India.

Why Aspirants Should Know About the Training

The training shows what the system expects from an IAS officer: a person of the character, the knowledge and the social sensitivity. It can also help you in the Interview, where questions such as "What do you expect from the training at LBSNAA?" or "How will you prepare yourself for the district work?" may come. Think of the training as the bridge between the exam and the work, and begin to develop its habits early. If you are just starting the journey, read our complete roadmap to become an IAS officer and the 12-month preparation roadmap.

Conclusion

The IAS training is long, varied and demanding, but it prepares the officer for a life of public service. From the Himalayan treks of Mussoorie to the dusty tehsil offices of the district, every phase is a lesson in the humility, the law and the leadership. For the aspirant, it is the reward waiting at the end of a long preparation. Use our free UPSC notes to build the knowledge that will serve you from the first day of the training.
